The Huntingdon County Conservation District was organized to provide for the conservation of soil and water resources, assist in watershed protection and flood prevention, preserve woodland and wildlife, protect public lands, preserve the tax base, and to protect and promote the health, safety, and general welfare of the people. We have proudly served Huntingdon County since July 28, 1955.

Celina Seftas started as the Watershed Specialist for the
Conservation District in 2008 and as the District Manager in 2015.
She is responsible for overseeing all staff and programs and administering
the Agricultural Land Preservation Program. She is also on the Board of
Directors for the Pennsylvania Envirothon and serves as the Chairperson for the Southern Alleghenies Charitable Trust. . Celina grew up in
Huntingdon County and has always wanted to work in the outdoors. She
enjoys the collaborative and project-oriented nature of working at the
Conservation District and helping others learn more about the local
environment. Celina attended Huntingdon Area High School and earned
a B.S. in Environmental Science from Juniata College. In 2012, she
earned Keep Pennsylvania Beautiful's Presidents Award for her work
in the county. Celina and her family enjoy kayaking, camping, gardening,
and hiking.
Jonathan Yoder
Chesapeake Bay/ Nutrient Management Technician

Jonathan started working for the district as the Nutrient Management and Chesapeake Bay Specialist in November 2018. He will be working with agricultural producers administering Chesapeake Bay projects, writing manure management plans, reviewing Act 38 plans, and working with compliance issues through the county. In December 2016 he graduated from Frostburg State University with a degree in Wildlife Biology. Jonathan and his wife Echo reside in Bedford County where they live and operate a beef and specialty crop farm growing pumpkins and berries. Jonathan grew up working on his family dairy farm. He enjoys hunting, farming and working on his classic truck with his dog Mack.
Logan Stenger
Watershed Specialist/ Keep Huntingdon County Beautiful Coordinator

Logan joined the Huntingdon County Conservation District
as the Watershed Specialist in October 2018. He is responsible for
monitoring and improving the health of Huntingdon County’s waterways
through strean/riparian restoration efforts and regular water quality monitoring. He also coordinates the District's annual tree sale, provides educational programs and acts as the Keep Huntingdon County Beautiful Coordinator and Envirothon Coordinator. Originally from Mifflinburg, PA, Logan graduated from Juniata College in May 2018 with a B.S. in Environmental Science with a focus in fisheries and aquatic ecology. Logan’s passions include hunting, trapping, fishing, and spending time with family and friends at their cabin in Clinton County.
Staci Spertzel Black
Erosion & Sedimentation Resource Technician

Staci started as the Erosion & Sedimentation (E&S) Technician for the Conservation District in 2019. She is responsible for administering the E & S Program and NPDES permitting for construction-related projects that plan for earth disturbance. In addition, Staci provides technical assistance, education, and outreach related to Chapter 102 of the Clean Streams Law and ways to reduce sediment to streams. She graduated from Ohio University in 2005 with an M.S. in Environmental Studies. She has previously worked in private consulting and for both state and federal agencies as an archaeologist. She brings to the District experience working with soils, compliance reviews, fieldwork, and GIS mapping. Staci has lived in Huntingdon County for more than a decade and regularly enjoys adventures outside with her husband and dog. She is very happy to be living and working in such a beautiful place.
Carey Lightner
Dirt and Gravel Technician

Carey started working for the district as the Dirt and Gravel Roads Technician in November of 2021. He is responsible for administering The Dirt, Gravel, and Low-Volume Road (DGLVR) Program which provides funds for townships in Huntingdon county to help improve road quality on public paved and unpaved roads that impact water quality. He graduated from Penn State in 2018 with a degree in Plant Science and Soils. Originally from Huntingdon County, he is excited to be working in a field that allows him to implement new road designs that help reduce the amount of pollution entering our ecosystem. Carey enjoys Mountain Biking, Skiing, Kayaking, Golfing, and many other outdoor activities.
Joy Merritts
Administrative Assistant

Joy joined the District as an Administrative Assistant in December 2018.
Joy handles all of the District’s administrative functions, payroll, and financials. In addition to her administrative duties, she manages the topographic map and animal guard sales, as well as assists with the Agricultural Land Preservation program and NRCS.
Born and raised in Huntingdon County, her fields of study were accounting/computer sciences. She previously worked at JC Blair Hospital for 20 years as the Assistant Director of the IT department, previously as a Payroll Coordinator and a construction cost accountant/office manager.
She currently resides in Huntingdon County with her husband and enjoys camping, gardening, and riding motorcycles.
